Yuma Proving Ground Enhanced Use Lease Project (Yuma, AZ) has received the National Council for Public-Private Partnerships (NCPPP) 2009 Innovation Award, given in recognition of new approaches in the use of public-private partnerships.

The National Council for Public-Private Partnerships (NCPPP) has selected the U.S. Army's Enhanced Use Leasing Program, Chevron Energy Solutions and Keenan Development to receive the council's 2008 Infrastructure Award. The award recognizes outstanding leadership and an exemplary enhanced-use leasing project that illustrates the best practices and innovative approaches in the use of public-private partnerships (PPPs).

Synopsis:
The Enhanced Use Lease (EUL) acreage to be developed for office buildings is split between two sites (Y-125 ac. & Z-48 ac.) located along the perimeter of the installation. The property to be leased is mostly vacant land.

The Army competitively selected Trammell Crow as the private developer to build a 1.7 million square foot office park.

Background:
The surrounding commercial and residential area in Odenton, Maryland, is a rapidly growing commercial and residential area, which serves as a “bedroom community” for Baltimore and Washington DC. Odenton will be further bolstered by gaining military and security-related jobs as a result of the 2005 BRAC legislation which realigns approximately 5,300 new direct military and civilian jobs to Fort Meade by not later than 2011. Proposed area upgrades include improvements to existing retail amenities, expanded residential development, and a mixed-use town-center development, all within less than one mile of the main gate of the installation. With the emergence of Fort Meade, anchored by the NSA, as a center for excellence in national security and intelligence, there promises to be continued growth of the federal and contractor community in the Odenton area.
