Enhanced Use Lease

Introduction


Edgewood Area of Aberdeen Proving Ground was originally a separate facility known as the Edgewood Arsenal. Established in 1917 Edgewood was developed to provide chemical production and artillery shell firing facilities. The Edgewood Arsenal served as the center of Chemical Warfare Service activities. In 1971 Edgewood and Aberdeen facilities were joined to form one administrative unit, Aberdeen Proving Ground (APG). APG continues to conduct research and development on a wide variety of items, including small arms, artillery, various munitions, protective materials and equipment.

The Enhanced Use Lease (EUL) area is located in the Edgewood area of APG known as Lauderick Creek. This area was used by the U.S. Army Chemical School for warfare training and associated activities. The U.S. Army constructed a Nike Missile Battery on some of the former Chemical School fields in 1954. All the missiles were removed from the site in 1973 and the area is now leased to the Maryland Air National Guard for light infantry training.

The EUL project at Lauderick Creek involves approximately 1,300 acres located within the boundaries of the Edgewood area of APG. APG seeks to competitively select a private developer to lease the parcel and to develop world-class law enforcement training facilities on this parcel. The successful private sector bidder will develop, operate, and maintain the facilities and provide in-kind consideration to the Army at least equal to the fair market value of the leased assets. To these ends, Aberdeen sees this private sector opportunity as compatible with the APG mission and as an extension of APG’s business objectives.

It is the intent of Aberdeen Proving Ground and the Department of the Army to seek competitive proposals from one or more development partners to further refine, plan, market and implement Enhanced Use Lease opportunities and to seek mission-enhancing projects for underutilized assets via long-term Government lease agreements. Click on the Project Documents link to download the draft Notice of Intent to Lease (NOL) which prescribes the developer response criteria.

An Industry Forum will be held on Wednesday, September 14th at the Richlin Ballroom in Edgewood, Maryland to explain the EUL opportunity at Lauderick Creek. Key stakeholders and installation leadership will provide a general overview and background data to seek initial constructive feedback for potential development opportunities at APG.

This conference is the result of initial start-up planning efforts and should be viewed as the first step in transforming the way APG seeks to work with private and institutional partners to lead the Army into the 21st century. The Enhanced Use Lease process will be a flexible one that can respond to changing market needs as well as national defense missions and will be designed to encourage “win-win” solutions for both the Army and future partners.
